The goal of this project is to maintain the participation of the Azerbaijani government in the Oslo Process.  The government’s current stance on the Oslo Process is that Azerbaijan does not have a cluster munitions contamination problem, but still insists that it may not be able to sign on to any future treaty banning cluster munitions as long as the prospect of renewed conflict with Armenia remains a possibility.  This being the case, the government has shown that it may be willing to continue its participation at certain conferences in a limited capacity. The AzCBL realizes that full participation in the Oslo Process may remain an unrealistic goal, but with continued lobbying of the government it may be possible to maintain an interest in at least being involved in the remaining deliberations. By encouraging the government to send delegations to the remaining conferences, it may be possible for Azerbaijan’s government to pursue participation in the Oslo Process and its eventual treaty.
